District 11 meeting
held Tuesday August 28, 2007
Meeting was called to order by President Jim Barnhart with 22
present. Those attending were: Jim & Marie Barnhart, Dan Knecht, Joe
Collins, Mitzi & Bill Barnes, Janet Fout, Matt Eastman, Bill Allen,
Bill Kaeppner, Norm & Shawna Bickley, Art Pickelheimer, Henry Swartz,
Mary Hamilton, Ruth Hughes, Dennis Deeter, Jayne Chrystal, Cheryl
Willard, Steve Wheeler, Tom Cowher, Jeremy Osborn. Minutes from the
previous meeting were read and approved.
Treasurers report - Joe Collins - report was read and approved.
Office report - Mitzi Barnes. There were 174 new memberships last
month. Total membership to date is: 2031
MX report - Sheryl Blum absent
Hare Scramble report - Marie Barnhart - nothing to report
Enduro report - Charlie Kline - absent
Road report - Mary Hamilton - not much happening. Believers Team and
Wright Ladies had a good turnout for their charity events.
Hillclimb report - Ruth Hughes
Ruth questioned her proposal (#05-07) and Jim explained that the
change would not go in effect until next year if passed. We cannot
change classes in the middle of the year.
GP report - Henry Swartz - last weekends event had approx. 65 riders.
Dirt Track report - Art Pickelheimer - nothing on the local level.
Road Congress - Mary Hamilton
On July 25th, got changes on cleaning up rule book from AMA
chairperson Dave Hembraugh. There is talk of moving ATV into road
divisions non competitive events and changing road to recreational
events. Any comments, please send to Mary.
Offroad Congress - Dan Knecht
He turned in one proposal for Congress.
ATV Congress - Bill Kaeppner
He turned in two proposals for congress.
September 9th OMTA Benefit offroad poker run. Raffle
tickets still available.
Newsletter report - Jayne Chrystal
Issues are getting smaller as advertising money is not there. Thanks
again to Val Buttrick for stories and photos. Questions about Steel
City event advertised in last issue - ad was submitted by Racer
Productions and run as it did not conflict with D-11 events.
Website report - Bill Barnes
Dates have been updated and the map is now done.
Old Business:
Joe has been in contact with Tom Kreiger and will sit tight on his
motion for now.
Bill Kaeppner reported that AMA wants districts to get more involved
so that they can all be stronger and more productive.
Janet brought up about the Buckeye Series $1 per rider to be paid by
all tracks. After much discussion, Dennis Deeter made a motion to pay
the $1 per rider bill by reconsidering the
rescind ion. 8 in favor 6 opposed. Then is was decided that it cannot
be reconsidered at the same meeting. Question asked why original
motion to rescind included both 2006 and 2007. Joe made a motion to
rescind to pay 2006. 5 voted in favor (not to pay) and 10 voted
against (to pay).
Dan said that District 11 is a part of the series and it is ridiculous
to argue over $230. Mary wanted mentioned in the minutes that
deirdre, Janet, Cheryl or Dan did not mention the $1 per rider fee to
be in the series. Norm stated - now D-11 knows that they pay $1 per
rider for Buckeye Series motocross.

Change to Policy Guidelines Article V. Hare Scramble Section A.
Reason for this
proposal.
This change would make ATV "A" and Motorcycle "A" guidelines for age
exemption consistent with each other. The ATV "A" rule will mirror the
existing Open "A" Motorcycle rule that is also referenced in Article
V. Hare Scramble, Section A.
(Existing
Motorcycle Rule;
Open "A" - (PRO)
top 14 riders from the year before, and any rider
wishing to ride in the class. "A" riders are only for 1-year or
while the rider is in the top 14. Any size motorcycle may be
used. Any rider eligible to ride the Vet, Senior or Super Senior may
choose to do so rather than riding the Open "A" (Pro) class. Once you
ride "A", you must remain "A" for the remainder of the season.)
Write out the
exact wording of proposal as it will read if accepted:
ATV "A": Top
10 overall ATV riders will be advanced to ATV "A" at the end of each
season, and any rider wishing to ride in the class. "A" riders are
only for 1-year or while the rider is in the top 10. Any "full size"
ATV may be used. Once you ride "A" you must remain "A" for remainder
of season. Exception: Any rider eligible to ride the Vet (30+) class
may choose to do so rather than riding the ATV "A" (Pro) class.

would just help put the District in line with the AMA rules.

of 86cc-open; and a Women’s class for women riding two or four stroke
motorcycles with displacement of 80cc-open.

Reason for change: change worker points allowed due to classes being
won at year end with half (½) of the riders total points being worker
points.
“A rider may only accumulate worker points for two events equal to
his/her highest point earning event competed in.”

Change to guidelines Article II Section A.
Reason for change: the District is not getting all participants to
join District for points to be kept easier. All participants must
belong to a district. Sign up should be checking each entrants
district card.
“Clubs/promoters who fail to comply with district membership
requirement (per AMA rider eligibility) shall be assessed a fee equal
to District 11 membership cost for said riders.”

Reason for change: There is a large interest in making the year end
awards improve and hopefully cause fewer events.
“Charter fee for offroad member clubs and or member promoter
corporation shall be one hundred dollars($100.00) per calendar year
and ten dollars ($10.00) per event scheduled. Charter fee for road
clubs and or member promoter corporation shall be ten dollars($10.00)
and five dollars ($5.00) per event.”
