Minutes of the District 11 meeting held
July 31, 2007
Meeting called to order by President Jim
Barnhart with 18 present. Those in attendance were: Jim and
Marie Barnhart, Dan Knecht, Henry Swartz, Ruth Hughes, Mary
Hamilton, Charlie Kline, Art Pickelheimer, Sheryl Blum, Joe
Collins, Mitzi Barnes, Tom Dotson, Jeremy Osborn, Janet Fout,
Wayne Olson, Dennis Deeter, Tom Cowher, Bill Kaeppner
Minutes from previous meeting were read
with no corrections. Motion by Art to approve minutes, 2nd
by Bill K.
Treasurers report: Joe Collins stated
2006 tax return material sent to accountant. Income still
down over last year. Joe has some ideas to help save money
and make money for district to be covered in new business.
Office Report: Mitzi Barnes stated 313
new memberships this month which is up a little from last
month. No response yet from trophy sponsors.
Motocross Report: Sheryl Blum stated it
appears that mx attendance is up. She has had a lot of
complaints about Lake Bailee and has forwarded them to the
AMA.
Hare Scramble Report: Marie Barnhart
stated attendance seems to be picking up at HS. Thunder in
the Hills had 87 riders, AMC had 115 Sat and 131 Sun. There
still is not many 50 riders.
Emduro Report: Charlie Kline state last
Enduro turnout was good at NSER. No injuries and riders seem
to enjoy it.
Road Report: Mary Hamilton had nothing to
report
Hillclimb Report: Ruth Hughes had nothing
to report. She questioned why Hillclimb results were not
posted in newsletter. Mitzi stated she was not sure but
didn’t think they were given to her to submit.
Dirt Track Report: Art Pickelheimer
stated there were several district riders who were in the top
five in their class at the Amateur Nationals in July at
Illinois.
GP report: Henry Swartz stated WWL had a
good turnout and Fast Traxx had 260 riders.
Road Congress: Mary Hamilton stated she
hasn’t gotten any new proposals from anyone but that she did
get revisions to look over. She feels the AMA is trying to
push the districts out as anyone can get a sanction
Off Road Congress: Dan Knecht has had no
proposals submitted to him. Tom Cowher questioned whether we
want or need to make class changes in light of changes AMA has
made. Questioned whether proposal would need to be done
tonight to get into next newsletter. Several options such as
extend newsletter deadline or submit to Mitzi so she can get
it in by deadline. Tom also found out outlaw tracks are
running contingency races at same time D11 is running their
contingency races. AMA needs to be told this. Bill K also
felt there may need to be a proposal of some sort to allow 2
HS in district on same weekend to maybe block outlaw races
from squeezing in he will write proposal if needed.
ATV Congress: Bill Kaeppner questioned is
D11 AMA association a race only association? Should the
district be more involved in OMTA getting legislative
initiatives? What if we could get clubs to run recreational
events and dealer discounts to OMTA members. We should be
having more of a quad turnout at our events. We need to look
into the market that is growing ATV youth.
Newsletter: Jayne Chrystal was absent.
Janet questioned why ad by Steele City in our newsletter since
not D11 when running against district events. Somewhere under
previous minutes it was agreed upon that they could advertise
if not conflicting with D11 event. Steele City was running
amateurs on Friday and pros on Saturday and Sunday. Does pro
mx conflict with amateur mx? Need to check to see who
submitted ad. Was it Jeff Russell directly through Chuck or
thru Jayne. Per newsletter guidelines no advertisement
outside of D11 boundaries. Joe thinks that may have been
changed at a previous meeting and not updated in newsletter.
Jim to follow-up with Jayne,
Mary stated she saw that the Marysville
Tribune says they do print jobs. She will check with them on
prices to do our newsletter.
Old Business: Discussion regarding issue
of $1.00 per rider to be paid by District 11 for Buckeye
Series race 2006. When it was originally voted on to be a
part of Buckeye Series there was no mention of rider fee. Joe
made a motion to rescind vote for paying rider fee of $234 for
race in 2006 and not to pay in 2007. Reasons to rescind this
is we would have to go to Jeff for a refund of some money
since that would make our profit less than it was, due to the
negative cash flow we have now, we are providing free ad. 2nd
by Mary. Voted on 7 approved, 3 opposed. Motion passed.
Joe made a motion that the policy for
the Buckeye Series needs to be reviewed on an annual basis.
Tabled for now.
New Business:
Marie submitted 5 proposals. They are
listed at end of meeting minutes.
Sheryl submitted a proposal written by
Rick Landis. It is listed at end of minutes.
Tom Dotson submitted 1 proposal for HS.
It is listed at the end of the minutes.
Dan questioned why dollar amount on
memberships don’t add up to that income shown on treasurer
report. Joe stated it is due to the fact the season began in
2006 so some of the income from them is actually documented in
2006. The count Mitzi gives is for the race season to date.
It was mentioned that we have not raised
the price to join D11 in some time we may want to do that to
increase our income.
Motions made by Joe:
1.
Eliminate mailing meeting minutes to clubs as they are
sent by email and are available to view on D11 website. 2nd
by Tom voted on 7 approved 3 opposed. Motion passed.
2.
Due to non payment by several trophy sponsors Joe made
motion to have TITH trophy sponsors prepay before any
advertising. Motion 2nd by Dennis. Voted on 8 in
favor 0 opposed. Motion passed.
3.
If no positive cash flow by end of 2007 hold $1500
distributed for banquets. Motion not 2nd.
4.
Put 50/50 raffle money being collected at HS and MX
into an account to draw interest and earmark the money just
for banquet. Tom as well feels money needs to be counted as
income and accounted for. The mx chairman and hs chairman are
not agreeable to this and will not continue to do it if forced
to turn money over to Joe. Also would not state how much they
have collected.
Joe proposed we raise the amount from $2
to $5 that we charge the clubs for the congress fee per
sanction. The clubs benefit from our listing events on
website and newsletter. It will be discussed at next meeting.
Discussion on whether there is a need to
form a committee to develop a resolution to AMA regarding
sanctioning tracks that don’t have a D11 sanction. Decided to
talk to Tom Kreager first since he is district liaison for AMA
task force.
Discussion on whether there could be some
way to penalize clubs who are not checking for D11 cards.
This is our biggest source of income and there are several
tracks that hardly submit D11 applications per Mitzi. A
proposal will be written by Dennis Deeter to penalize tracks
for not checking to see if a rider has purchased a D11 card.

Section A
Change wording to riders listed in the
top 6 at year end in any other class except youth classes,
would not be eligible to ride the novice class the following
year. This change is needed because the youth riders are not
ready to compete against an average of 60 bikes compared to 20
riders. They are also not ready or physically fit enough to
race twice as long.

Article X District 11 year end awards
Section C
Change youth trophy –top points getter to
micro trophy top point getter and mini trophy top point
getter. The competition between micro riders and mini riders
is not the same. Micro riders ride less than ½ of the course
that mini riders ride. Having just a youth trophy is an
unfair competition putting 4 years olds against anyone up to
15 years old.

getter for each could be tracked.

Section B
Change that any protest or concerns
involving year end point standings must be brought to D11
attention no later than 14 days prior to that division’s
banquet dinner. This change is needed due to available dates
for year end banquets.

Due to the amount of riders receiving
year end awards for riding 10 or fewer events during the race
season, add - in order to qualify for year end awards a rider
must ride 50% of the events scheduled at the Sanction meeting.

Article III Motorcross
Section D
Arenacross style races will pay on a 10
point scale for district overall awards.
This change would be due to the fact they
only run 1 moto for these races and the fact that they can
sometimes have 2 winners for the same class because they don’t
run qualifiers for the class just run two separate races when
too many for the gate. With the number of fair races riders
who only ride races with 2 moto format don’t have a chance if
they don’t race fair races to be at the top in points.

Article V Harescramble
Section A
Open "A" -
(PRO) top 14 riders from the year before, and any rider
wishing to ride in the class. "A" riders are only for 1-year
or while the rider is in the top 14. Any size motorcycle may
be used. All riders, regardless of age finishing in the top 14
in the prior season must ride open “A" (Pro) class. Once you
ride "A", you must remain "A" for the remainder of the season.
