District 11
Monthly Meeting Minutes October 30, 2007
Meeting was
called to order by President Jim Barnhart with 30 in
attendance. Those attending were: Mitzi and Bill Barnes, Jim
and Marie Barnhart, Shawna Bickley, Sheryl Blum, Doug Buckler,
Jayne Chrystal, Joe Collins, Tom Cowher, Dennis Deeter, Tom
Dotson, Amy and Matt Eastman, Janet Fout, Mary Hamilton, Ruth
Hughes, Bill Kaeppner, Charlie Kline, Wayne Olson, Jeremy
Osborn, Art Pickelheimer, Henry Swartz, Steve Wheeler, Cheryl
Willard, Nathan and Trevor Place, Tony Kilbarger, Steve Barber
and Chad Anthony.
Minutes were
read and approved from the last meeting with the following
correction made by Joe Collins about his comment on the 50/50
drawing - funds should be reported in the event it was collected
by a club - initially was to be AMC.
Treasurers
report: read by Joe and approved. Dennis Deeter questioned the
negative check book balance. Joe said that the Quicken program
shows it like that.
Office Report:
Mitzi Barnes gave membership report of 2260 with 37
clubs/promoters. All of the trophy sponsors for TITH have been
billed.
Letters about
the sanction meeting went out this week. Doors open at 10.
Meeting starts at
noon. Same location in Circleville.
Motocross
Report: Sheryl Blum reported that things were going well with
one event left at Lake Bailee. Bill Barnes said that the office
received word that the event was cancelled and he had marked it
on the main calendar on the website. Will also mark it on the
home page.
Hare Scramble
Report: Marie Barnhart reported that there was nothing new to
report. There is one more event at Krash on November 4th.
Enduro Report:
Charlie Kline reported that numbers are down. Last event of the
season will be at
Treaty
City.
GP Report:
Henry Swartz reported that the GP last weekend had a low
turnout.
Road Report:
Mary Hamilton reported that the sanctioned road clubs were dying
although Treaty City did have a good weekend and turn out.
There is too much competition with un-sanctioned events.
Hillclimb
Report: Ruth Hughes reported that Pioneer got the National
Hillclimb for 2008. It will be held on August 9th
and 10th.
Dirt Track
Report: Art Pickelheimer - nothing to report
Congress
report:
Bill reported
that ATV recreation events are now in with the road division.
Bill thinks that it will open opportunities while Mary does not
think that it will encourage AMA or District membership.
Mary said that
some more definitions were cleaned up in the rule book. Annual
releases are being encouraged with both parents needing to sign
the release.
Charlie
reported that in the offroad Congress that Enduros on the
national level are changing from AA to Pro. Definition of a
closed course enduro was made.
All congress
proposals that passed must still pass the AMA Board of Directors
next month before they will be adopted. There will be a posting
on the AMA website as to what passed and what didn’t.
Newsletter
Report: Jayne Chrystal
The current
issue is in the works. Next deadline is December 20th.
Thanks to all who help with pictures and stories - Val Buttrick
and Mike Lewis. There will be a tribute to Shannon King in the
January issue.
Jayne would
like to poll the clubs/promoters at the sanction meeting to get
new ideas and take any comments for the newsletter. No one
opposed.
Website

An e-mail has
been sent to clubs/promoters about adding posts to the website.
Disclaimer will be corrected as of the next meeting.
Marie would
like to make a post for everyone to check the website for the
banquet dates. They will be posted as soon as they become
available.
New Business
Dan Knecht is
absent tonight because of work commitments. He would like to
donate his $100 from Congress back to the district because he
could not attend congress until Saturday.
Charlie made a
comment about rider numbers being down and to those clubs and
promoters here tonight, to take in to consideration when
picking/setting dates at the sanction meeting that the feed back
from the riders is that there are too many events.
Steve Barber
asked if the dates for the banquets have been set yet. Marie
said no. They will need to check on availability of banquet
facilities. Mary made the suggestion to have the motocross
banquet closer to Columbus. Sheryl Blum is checking on halls
too. Offroad seems to do better with their banquet further
south.
Jim said that
he has been approached by Kevin Kogar with Pro Action
Suspension. He would like to give away $500 worth of product to
come to the banquet. There was no opposition to this.
Jim said that
we need to decide as a district whether Thrills in the Hills
should be a part of Buckeye Series. Should it go out for bid
again? Tom asked if the cost to be in it was worth it. Jim
figured it brought in 150-175 additional riders for the MX on
Saturday and 300 for the Buckeye Series on Sunday. Mary made a
motion to be a part of the Buckeye Series. 2nd by
Dennis. 10 in favor, 2 opposed. Charlie asked if there was
still talk of separating the events on different weekends.
Dennis felt is was better to have everything on one weekend. A
lot of the riders would ride other divisions if it was all
together.
Tom would like
to set a goal to have the dates for the banquet set by the
sanction meeting.
Ruth said that
the hill climb banquet will be the 1st of April.

Article III Motocross Section A
Due to lack of participants in the Quad 2
stroke class revise this class to become solely Quad “C” class
division and revise Quad 4 stroke to become an “A/B class
division. This would allow a true beginner quad class and allow
a separation of skill levels therefore increasing participation
in both classes. Voted on at
the October meeting and passed - 9 in favor 0 opposed.

Due to lack of participants in Quad 2
stroke throughout the district. Remove Quad 2 stroke from class

Article V Harescrambles Section A
Change wording to riders listed in the top
6 at year end in any other class except youth classes, would not
be eligible to ride the novice class the following year. This
change is needed because the youth riders are not ready to
compete against an average of 60 bikes compared to 20 riders.
They are also not ready or physically fit enough to race twice
as long.

Article X District 11 year end awards
Section C
Change youth trophy –top points getter to
micro trophy top point getter and mini trophy top point getter.
The competition between micro riders and mini riders is not the
same. Micro riders ride less than ½ of the course that mini
riders ride. Having just a youth trophy is an unfair competition
putting 4 years olds against anyone up to 15 years old.

Article III Motocross Section D
Arenacross style races will pay on a 10
point scale for district overall awards.
This change would be due to the fact they
only run 1 moto for these races and the fact that they can
sometimes have 2 winners for the same class because they don’t
run qualifiers for the class just run two separate races when
too many for the gate. With the number of fair races riders who
only ride races with 2 moto format don’t have a chance if they
don’t race fair races to be at the top in points.

Article V Harescramble Section A
Open "A" - (PRO) top 14 riders from the
year before, and any rider wishing to ride in the class. "A"
riders are only for 1-year or while the rider is in the top 14.
Any size motorcycle may be used. All riders, regardless of age
finishing in the top 14 in the prior season must ride open “A"
(Pro) class. Once you ride "A", you must remain "A" for the
remainder of the season.

Policy Guidelines Article V. Hare Scramble Section A.
Reason for this proposal.
This change
would make ATV "A" and Motorcycle "A" guidelines for age
exemption consistent with each other. The ATV "A" rule will
mirror the existing Open "A" Motorcycle rule that is also
referenced in Article V. Hare Scramble, Section A.
(Existing Motorcycle Rule;
Open "A" - (PRO) top 14 riders from the
year before, and any rider
wishing to ride in the class. "A" riders are only for 1-year or
while the rider is in the top 14. Any size motorcycle may be
used. Any rider eligible to ride the Vet, Senior or Super Senior
may
choose to do so rather than riding the Open "A" (Pro) class.
Once you
ride "A", you must remain "A" for the remainder of the season.)

equal to District 11 membership cost for said riders.”

dollars ($10.00) per event scheduled. Charter fee for road
clubs and or member promoter corporation shall be ten
dollars($10.00) and five dollars ($5.00) per event.”
