Minutes of the District 11 meeting held June 26, 2007
Meeting was called to order by President Jim Barnhart with 19 present.
Those in attendance were: Jim & Marie Barnhart, Dan Knecht, Henry Swartz,
Ruth Hughes, Mary Hamilton, Mitzi & Bill Barnes, Bill Kaeppner, Art
Pickelheimer, Janet Fout, Charlie Kline, Amy & Matt Eastman, Jayne Chrystal,
Norm & Shawna Bickley, Thomas Calland, Cheryl Willard.
Minutes from the previous meeting were read and approved with the following
corrections: In old business, WWL hare scramble is running against an
enduro (not hare scramble). In Mary’s report, the Mothers Day event was held
at Capital City. Under new business, rules state that she (Cheryl) can be
replaced, not should. On the unofficial D-11 website, Jim will look into
it. Jayne was present. Bill Kaeppner didn’t make the statement that Kim
should be replaced if not more involved, Jim did.
Treasurers report: In Joe Collins absence, he sent the following report:
Income is down from last year (cause - membership dues) and expenses are
up. Money market savings account balance is being moved to a new brokerage
account.
Office report: Mitzi Barnes
285
new memberships this month for a total of 1544. 729 MX, 454 HS, 134 End, 67
HC, 15 road, 1 DT, 38 clubs/promoters.
A
new club has chartered with us, The Zanesville Trail Riders. They are
having a non points paying dual sport event in August.
Thank you was received from the Rees family for the districts donation to
Hospice of Dayton.
A
trouble letter has been received from the AMA for an event at Lake Bailee on
May 27th. Office has ISDE qualifier B class results but none of
the others.
No
response from outstanding trophy sponsors from last years TITH.
Mitzi asked a question about how proposals are handeled - they are to be
read twice and appear in the newsletter once and get voted on to go to the
annual meeting in October for the final vote.
Motocross report - Sheryl Blum - absent
Hare Scramble report - Marie Barnhart
Not
much going on. Turn outs have been low compared to past years - especially
the 50cc riders. There is only a total of six at this time in both classes.
Enduro report - Charlie Kline

day qualifier at ERA turned out well. The weather was great and the event
was well attended. ADR ran their event with the new closed course format.
ADR has a reputation of having tough sections, but this one was really
different.
Road report: Mary Hamilton
Poor turn outs in road events. Buckeye Beemers District Rally only had 12
in attendance. BDS District tour had 42 and the adventure ride had 27 -
they ran against an Amvets event. DMC had a total washout and cancelled.
Treaty City ran with 42.
Hillclimb report: Ruth Hughes
Good turn out this past weekend with 163.
GP
Report - Henry Swartz
The
feedback he is getting is that every one is enjoying the GP’s as they don’t
have to stay all day.
Dirt Track Report: Art Pickelheimer
Dayton had a good turnout. This Saturday is the national at Lima.
Congress:
Mary would like to get a blurb on the website that it is time for Congress
proposals to be turned in.
Dan
Knecht: he has not gotten any proposals yet. AMA has by passed Congress and
are doing some things on their own. An e-mail was sent to AMA off-road
congress delegates and AMA promoters on June 15th advising them
that the AMA Board of Directors ratified a new amateur motocross class
structure for the 2008 racing season at its May 2007 meeting. Nationally
recognized amateur motocross classes for 2008 will include:

MX Lites
(100cc-153cc 2-stroke/151-250cc 4 stroke);

125 class
(86cc-125cc 2 stroke only);

Motocross
(154cc-285cc 2stroke/251cc-450cc 4 stroke);
?
250 class
(126cc-250cc 2 stroke only)

Open
(251cc-500cc 2 stroke/390cc-650cc 4 stroke).
Displacements may be OEM or achieved by aftermarket modification. The
amateur motocross class structure for 2008 also includes Plus 25, Veteran 30
and Veteran 40 for riders at least 25, 30 or 40 years old, respectively,
riding two or four stroke motorcycles with displacement of 86cc - open; and
a women’s class for women riding two or four stroke motorcycles with
displacement of 80cc-open. The AMA amateur motocross classes for 2008 will
also recognize a Pit Bike class. The specifications for the Pit Bike class
are still being finalized and will be submitted for AMA Congress approval at
the October meeting. The 2008 structure for AMA Youth Classes will be the
same as in 2007. The new class structure is the result of a directive the
AMA Board of Directors issued to AMA staff late last year to consult with
technical experts in the field and recommend a measured approach to leveling
the playing field between two and four stroke motorcycles in amateur
motocross. Also at the May meeting, the AMA Board of Directors ratified
three rules that passed AMA Congress in 2006 for the 2007 season but were
not ratified at the November 2006 Board meeting. These additional changes
to Amateur, Semi-professional & Youth Competition Rule Book take effect
immediately:

sentence (chapter 4 section B, paragraph 3 page 14): “In addition, in Dirt
Track, TT, Scrambles and Ice Race, riders changing machines must start on
the penalty line on their next race.”

Last
sentence to read (chapter 4 section B, paragraph 7 I, page 15); “and riders
will be started in a procedure consistent with Pro Racing restarts.”

Change
(chapter 5, section C, paragraph 1, page 44): “Class 6 Change age to 7-11.
Delete Maximum (adjusted length) wheelbase 45 inches. Move brackets between
85cc classes and hillclimb classes 13 & 14. Place the wheel sizes below to
be included with classes 13 & 14; Front Wheel Max 17 inches, Rear Wheel min
12 inches, rear wheel max 16 inches. Delete wheelbase 51 inches or less for
Hillclimb.”
ATV
- Kim Winland absent.
Bill Kaeppner reported that he will be representing Hocking County this
weekend at a master volunteer class at OSU. Bill will also be a rep for
NOVAC at the IX center booth in January. This booth will be available to
all clubs to put out their material.
Marie has received complaints that there are too many events. Charlie has
polled riders as to what we can do. Many think that a limited series would
work. Discussion followed on outlaw events. Bill thinks that we should
encourage clubs to run both days of the weekend as the outlaw events run the
opposite day of a D-11 event. Norm says that the outlaw tracks will
continue to run. They do not have the same expenses as clubs and promoters
and they will always have riders show up that would normally not be able to
compete at a regular D-11 event.
Newsletter report - Jayne Chrystal
This next issue will be a bit small. Advertisers are a bit lukewarm right
now. There are a few articles from Valorie Buttrick (Special thanks to
her!). Tribute to Charlie Rees will be in the next issue.
Norm asked about CJ Verity buying a full page ad for a benefit trail ride.
It usually takes place the first weekend in November. Jim did not think
that it was a problem as it is a benefit. Mary would hate to open the door
to non sanctioned events. Jim tabled the discussion for now as we still
have time to look into it before the next issue.
Website - Bill Barnes
He
has made a few changes. He has added a “hit counter” and is working on an
Ohio map with club/promoter locations where you can click and go directly to
their website.
Old Business
Jim
asked Cheryl if she wants to continue as Secretary. Yes, she would but
unfortunately work has come first a few times that prevented her from
attending the meeting.
Jim
checked with Kim Windland on the ATV Congress position. She would like to
step down as she does not have the time to devote to the job right now. Jim
would like to appoint Bill Kaeppner. He got an OK from AMA and ATVA as Bill
is already the alternate. Vote taken - 8 in favor, 0 opposed.
Jim
checked on the free ad that the Buckeye Series felt they should have. Per
10/29/96 minutes, a criteria for the series was accepted at that meeting to
place a full page ad in each newsletter. The Buckeye Series only asks for
one. No one opposed.
Janet brought up about the $1 per rider that all the other clubs and
promoters have paid the last three years. Most were not aware of this.
Janet made a motion to have Joe write check to series for $230. Seconded by
Norm. No on opposed.
Proposals read again and voted on to go to the October meeting (appeared in

Marie suggested that we get a Thrills in the Hills committee together:
Volunteering are Jim & Marie Barnhart, Janet Fout, Mary Hamilton, Mitzi
Barnes. Charlie is planning on running a closed course enduro like we did
last year.
New
visitor Thomas Calland asked how C petition approval was determined. Three
officers review the petitions. Previous results are reviewed along with the
petition.
