District 11 Monthly Meeting held Tuesday September 25, 2007

 

District 11 meeting was called to order by President Jim Barnhart with 20 present.  Those attending were:  Jim and Marie Barnhart, Dan Knecht, Cheryl Willard, Janet Fout, Sheryl Blum, Charlie Kline, Jayne Chrystal, Jeremy Osborne, Dennis Deeter, Shawna Bickley, Mary Hamilton, Wayne Olson, Henry Swartz, Ruth Hughes, Art Pickelheimer, Bill and Mitzi Barnes, Joe Collins, and Doug Buckler.

 

Minutes from last meeting were read (2nd reading of proposals 15-07 thru 22-07). 

Correction made by Joe -

When Dennis made the motion to reconsider in August, Joe pointed out that
Robert's Rules say a reconsider has to be at the same meeting (which would
have been July). Then, also for inclusion in August minutes is that Jim
declared the vote to rescind in July invalid. For inclusion in September's
minutes is his point that his declaration was in error, because once
something has been put to the floor and passed it's valid even if it was
wrong to do so (unless in violation of laws, our constitution, etc.).
However, there was nothing wrong with the rescision in the first place. He
read through Robert's Rules pretty thoroughly before making the motion. His
other point was that even though parties with a possible conflict of
interest cannot be compelled not to vote on an issue, they should not vote.
Joe would like the text of original minutes on website corrected.

 

Janet mentioned that ad in last issue of newsletter for Steel City did conflict with an event at AMS.  Mary said that Pro races don’t conflict.

Office report - Mitzi Barnes

There were 114 new memberships this month.  She got approval in for new Treaty City race date from Yamaha.  She has contacted clubs/promoters for support for Thrills in the Hills race.

 

Motocross report - Sheryl Blum

Most riders seem to like how the schedule was this year with tracks not running against each other.

 

Hare Scramble report - Marie Barnhart

Turnouts continue to be low.

 

Enduro Report - Charlie Kline

Last three enduros had approximately mid 80 rider turnout.  New Straitsville ran a dual sport class at their last event that had approx. 29 entries.   Clubs have been having good layouts and good response from riders. 

 

Road report - Mary Hamilton

Outlaw events are killing the sanctioned events.

 

GP report - Henry Swartz

Riders are liking the GP’s as they do not have to stay all day.

 

Hillclimb report - Ruth Hughes

They ran the Ohio State Championship this month.  Had good turnout - no problems.

 

Dirt Track report - Art Pickelheimer

There is nothing on the local level - this is the last weekend in Marion.

 

Road Congress report - Mary Hamilton

Proposal in to put ATV in to the road division (non competitive). 

Entries for those under the age of majority must be signed by both parents.

 

Offroad Congress - Dan Knecht

Still a concern with number of classes

Proposal in to change advancement rating for MX - C to B.

 

ATV Congress - Bill Kaeppner - absent

 

Offroad Congress - Charlie Kline

There are a lot of proposals in having to do with National Enduro’s closed course events.

 

Newsletter - Jayne Chrystal

In this issue there will be a Charlie Rees memorial page.  Deadline for next issue is October 20th.

 

 

Old Business

 

Joe asked about unofficial website running D-11 logo.  Our logo is protected by AMA copyright.

 

Joe also asked Sheryl Blum to report amount in 50/50 raffle.   Dennis commented that Joe cannot demand amount.  Joe said he wasn’t hounding, but if it is being collected by officers then we should know.  Joe also mentioned previously that he did not want to know and did not want it being associated with District 11 as it may be considered gambling.  Sheryl said that her husband is collecting and the money will be donated to the banquet.

 

Website report - Bill Barnes

He has the photo gallery up and has added some pictures - anyone can submit photo’s.  He has some from MX of Nations.  Would they be OK to run?  He received no opposition.

 

D-11 members voice - not an open forum.  Bill will monitor.

 

Dan asked if an event is cancelled, who can they contact to get it on the website.  They will work on a procedure.

 

New Business

 

Mitzi has a gate list together for TITH.  Any workers will pay at the gate and then get money back from Mitzi when they sign in with her and get their work t-shirt.

Joe asked about TITH trophy sponsors - changed to pay within 30 days.  Originally it was supposed to be by the event.  Jim made a motion to rescind that motion from July and change to within 30 days of the event as they were getting sponsors at the last minute.  2nd by Joe.  8 in favor. 1 opposed.

Jeremy suggested that we start sponsorship earlier.

 

Another announcement will be made at the sanction meeting for all clubs/promoters to keep current with their contact info.

Dennis made a motion for nominations to be closed.  2nd by Sheryl.

 

Shannon King of Dirt Country passed away this month.  Thoughts and prayers go out to his family.  Dan made a motion to make donation of $50.  2nd by Janet.

 

Mitzi will make up ballots for next meetings voting of officers.

Article V Harescrambles    Section A

Change wording to riders listed in the top 6 at year end in any other class except youth classes, would not be eligible to ride the novice class the following year. This change is needed because the youth riders are not ready to compete against an average of 60 bikes compared to 20 riders. They are also not ready or physically fit enough to race twice as long.  Voted on at the September meeting 11 in favor - 0 opposed.  goes to October meeting for final vote

Article X District 11 year end awards   Section C

Change youth trophy –top points getter to micro trophy top point getter and mini trophy top point getter. The competition between micro riders and mini riders is not the same. Micro riders ride less than ½ of the course that mini riders ride. Having just a youth trophy is an unfair competition putting 4 years olds against anyone up to 15 years old.  Voted on at the September meeting  10 in favor - 1 opposed   goes to October meeting for final vote

Add referee report must include top 14 micro riders and top 14 mini riders.

Article II Rider Point System   Section B

Change that any protest or concerns involving year end point standings must be brought to D11 attention no later than 14 days prior to that division’s banquet dinner. This change is needed due to available dates for year end banquets.  Voted on at the September meeting  9 in favor - 0 opposed   goes to October meeting for final vote

Article V Harescrambles   Section A

Due to the amount of riders receiving year end awards for riding 10 or fewer events during the race season, add - in order to qualify for year end awards a rider must ride 50% of the events scheduled at the Sanction meeting.  Voted on at the September meeting 6 in favor - 1 opposed   goes to October meeting for final vote

 

#13-07    Proposal Submitted by Rick Landis July 31.2007

Article III Motocross     Section D

Arenacross style races will pay on a 10 point scale for district overall awards.

This change would be due to the fact they only run 1 moto for these races and the fact that they can sometimes have 2 winners for the same class because they don’t run qualifiers for the class just run two separate races when too many for the gate. With the number of fair races riders who only ride races with 2 moto format don’t have a chance if they don’t race fair races to be at the top in points.  Voted on at the September meeting 10 in favor - 1 opposed   goes to October meeting for final vote

Article V Harescramble   Section A

Open "A" - (PRO) top 14 riders from the year before, and any rider wishing to ride in the class. "A" riders are only for 1-year or while the rider is in the top 14. Any size motorcycle may be used. All riders, regardless of age finishing in the top 14 in the prior season must ride open “A" (Pro) class. Once you ride "A", you must remain "A" for the remainder of the season.  Voted on at the September meeting 10 in favor - 0 opposed   goes to October meeting for final vote

Change to Policy Guidelines Article V. Hare Scramble Section A.

Reason for this proposal.

This change would make ATV "A" and Motorcycle "A" guidelines for age exemption consistent with each other. The ATV "A" rule will mirror the existing Open "A" Motorcycle rule that is also referenced in Article V. Hare Scramble, Section A.

(Existing Motorcycle Rule;

Open "A" - (PRO) top 14 riders from the year before, and any rider
wishing to ride in the class. "A" riders are only for 1-year or
while the rider is in the top 14. Any size motorcycle may be
used. Any rider eligible to ride the Vet, Senior or Super Senior may
choose to do so rather than riding the Open "A" (Pro) class. Once you
ride "A", you must remain "A" for the remainder of the season.)

Write out the exact wording of proposal as it will read if accepted:

ATV "A": Top 10 overall ATV riders will be advanced to ATV "A" at the end of each season, and any rider wishing to ride in the class. "A" riders are only for 1-year or while the rider is in the top 10. Any "full size" ATV may be used. Once you ride "A" you must remain "A" for remainder of season. Exception: Any rider eligible to ride the Vet (30+) class may choose to do so rather than riding the ATV "A" (Pro) class.

All other classes will remain probationary for 2008 to give them a chance to grow.

Change to Guidelines Article III

 Section A 

 

Reason for proposal:  The AMA has adopted these classes for 2008, this would just help put the District in line with the AMA rules.

 

·         MX lites (100cc-153cc 2 stroke/151cc-250cc 4 stroke)  A,B,C (replaces 125 A,B,C).

·         125 class (86cc-125cc 2 stroke only) A,B,C   (probationary)

·         Motocross (154cc-285cc 2 stroke/251cc-450cc 4 stroke) A,B,C (replaces 250 A,B,C)

·         250 class (126cc-250cc 2 stroke only) A,B,C (probationary)

·         Open (251cc-500cc 2 stroke/390cc-650cc 4 stroke) B/C

 

Displacements may be OEM or achieved by aftermarket modification.

 

The amateur motocross class structure for 2008 also includes Plus 25, Veteran 30 and Veteran 40 for riders at least 25, 30, or 40 years old, respectively, riding two or four stroke motorcycles with displacements of 86cc-open; and a Women’s class for women riding two or four stroke motorcycles with displacement of 80cc-open.

 

Add to 25 + A & B  86cc-open 2 or 4 stroke

Add to 30 + A & B  86cc-open 2 or 4 stroke

Add to 40+  86cc-open 2 or 4 stoke

Womens class 12 years and up add: 80cc-open 2 or 4 stroke

Change to Policy Guidelines Article V Hare Scrambles Section F

 

Reason for change:  change worker points allowed due to classes being won at year end with half (½) of the riders total points being worker points.

 

“A rider may only accumulate worker points for two events equal to his/her highest point earning event competed in.”

Proposal 19-07  submitted by:  Dennis Deeter 8-28-07

Change to guidelines Article II Section A.

 

Reason for change:  the District is not getting all participants to join District for points to be kept easier.  All participants must belong to a district.  Sign up should be checking each entrants district card.

 

“Clubs/promoters who fail to comply with district membership requirement (per AMA rider eligibility) shall be assessed a fee equal to District 11 membership cost for said riders.”

Change to by laws Article III section A

 

Reason for change:  There is a large interest in making the year end awards improve and hopefully cause fewer events.

 

“Charter fee for offroad member clubs and or member promoter corporation shall be one hundred dollars($100.00) per calendar year and ten dollars ($10.00) per event scheduled.  Charter fee for road clubs and or member promoter corporation shall be ten dollars($10.00) and five dollars ($5.00) per event.”

Change to by-laws article V  office manager duties

“Delete #18, #19 and #20.”

 

Reason for change:  #18 is a duplicate of #3.  #19 is a duplicate of #4. #20 is a duplicate of #3.  Helps reduce redundancy.

Change to guidelines Article III MX Section H. 8

 

“Delete” 8. Any rider, who after reaching the age 32, may petition to return to "B" class racing. Advancement points towards the "A" class will not count.

Reason:  any rider can petition to return to B anyway.
